THIS STUDY ADDRESSES SOCIAL AND ECONOMIC COSTS AND BENEFITS ASSOCIATED WITH POSSIBLE 911 EMERGENCY COMMUNICATIONS SYSTEMS IN THE CHARLOTTESVILLE/UNIVERSITY OF VIRGINIA/ALBERMARLE COUNTY (C/UV/A) AREA.
Abstract
THE PURPOSE OF THIS STUDY IS TO DEVELOP A PLAN FOR EVALUATING, DESIGNING, AND IMPLEMENTING AN EMERGENCY RESPONSE COMMUNICATION SYSTEM FOR THE C/UV/A AREA. ITS OBJECTIVES, THEREFORE, WERE TO DETERMINE RESPONSE TIMES, COSTS, AND OTHER FEATURES OF EXISTING SYSTEMS WITHIN THE AREA; DETERMINE EXISTING PROBLEMS; WEIGH THE COSTS AND BENEFITS OF DIFFERENT TYPES OF 911 SYSTEMS; AND INVOLVE OFFICIALS IN PLANNING EMERGENCY SYSTEMS. WORK ACCOMPLISHED INCLUDED INVESTIGATING 911 SYSTEMS IN OTHER COMMUNITIES, PREDICTING THE DEMAND FOR EMERGENCY SERVICE IN THE AREA, DETERMINING WHICH AGENCIES RECEIVE THE MOST EMERGENCY CALLS, PLANNING THE NEW 911 ORGANIZATION, AND DETERMINING THE COSTS AND OTHER DETAILS OF A 911 SYSTEM. THE STUDY ALSO AIMED TO UNDERSTAND THE EFFECT OF A 911 SYSTEM ON THE COMMUNITY AND ITS INSTITUTIONS AS WELL AS TECHNICAL PROBLEMS AND NEEDS. IT FINDS THAT EMERGENCY COMMUNICATIONS IN THE C/UV/A AREA NEED IMPROVEMENT. A 911 SYSTEM IS FEASIBLE AND ITS TECHNICAL PROBLEMS SOLVABLE. SIX 911 SYSTEMS ARE ABLE TO FIT THE NEEDS OF THE C/UV/A AREA, BUT ONE, WHICH USES A CONSOLIDATED DISPATCH CENTER DIRECTLY DISPATCHING POLICE AID BUT TRANSFERING EMERGENCY CALLS FOR RESCUE OR FIRE ASSISTANCE, IS ACCOUNTED THE BEST. CLOSE INTERAGENCY COOPERATION WILL BE NECESSARY, HOWEVER. NINE-ONE-ONE PERFORMANCE REQUIREMENTS AND THEIR COSTS, A MANAGEMENT STRATEGY, AND AN IMPLEMENTATION PLAN ARE DISCUSSED. REFERENCES, TABLES, AND CHARTS ARE INCLUDED; APPENDIXES CAPSULIZE SYSTEMS IN OTHER COMMUNITIES, AND THEY PRESENT THE RECOMMENDED 911 SYSTEM AND A COST-BENEFIT ANALYSIS.
