AN OVERVIEW IS PRESENTED OF 3 PROJECTS DESIGNED TO TEST VARIED APPROACHES TO MANAGING ENERGY CONSERVATION IN CITIES, INCLUDING PORTLAND, 10 CALIFORNIA CITIES, AND A NUMBER OF CITIES IN MASSACHUSETTS.
Abstract
THE THREE DEMONSTRATIONS DEVELOPED SEVERAL METHODS OF ACHIEVING ENERGY SAVINGS BY INTEGRATING ENERGY CONSERVATION CONCERNS INTO THE ONGOING POLICY, PLANNING, AND MANAGEMENT PROCESSES OF LOCAL GOVERNMENT. THE MASSACHUSETTS DEPARTMENT OF COMMUNITY AFFAIRS ASSISTED SMALL CITIES WITH A PROGRAM OF TRAINING, TECHNICAL ASSISTANCE, AND INFORMATION DISSEMINATION INVOLVING THE TESTING AND IMPLEMENTATION OF CONSERVATION METHODS IN MUNICIPAL BUILDINGS OPERATION, STREET LIGHTING, AND FLEET MANAGEMENT. ANAHEIM, CALIF., IN CONJUNCTION WITH NINE OTHER CALIFORNIA INNOVATION GROUP CITIES, SURVEYED EXISTING ENERGY CONSERVATION PRACTICES AND DEVELOPED A MODEL ENERGY CONSERVATION PLAN AND ENERGY AUDIT PROCEDURE. PORTLAND, OREG., DEVELOPED A COMPREHENSIVE ENERGY CONSERVATION PLAN ASSESSING POTENTIAL ENERGY SAVINGS OF ALTERNATIVE ENERGY CONSERVATION PROGRAMS AND RECOMMENDING CHANGES IN MUNICIPAL CODES AND ORDINANCES AND BUDGETING PROCEDURES.
