THE AUTOMATED POLICE SYSTEMS IN HUNTINGTON BEACH, CALIF., ARE ADDRESSED, WITH EMPHASIS ON GEOGRAPHIC BASE FILE (GBF) IMPLICATIONS.
Abstract
TWO MAJOR RELATED SYSTEMS TO HUNTINGTON BEACH'S GBF, THE EMERGENCY COMMAND AND CONTROL (ECC) AND THE POLICE MANAGEMENT REPORTING SYSTEM (PMRS), ARE ALSO CONSIDERED. WITHIN ECC IS THE COMPUTER-AIDED DISPATCHING SYSTEM AND THE AUTOMATED VEHICLE LOCATOR. THE DESIGN CRITERIA FOR THESE TWO SYSTEMS ARE DETAILED. THE FIRST TWO CRITERIA ARE SLANTED MORE TOWARDS ONLINE DESIGN CRITERIA, AND INCLUDE FRONT-END AUTOMATION CONSIDERATIONS AND INDICES-FREE ACCESSES. THE SECOND TWO CRITERIA CONCERN GEO-BASED, X-Y SYSTEMS AND INCLUDE THE ADMATCH BYPASS AND THE TIMELINESS AND ACCURATE CONSTRAINTS OF A GBF. A WALK-THROUGH OF THE SYSTEM IS PRESENTED, WITH THE TRACING OF AN INCIDENT FROM RECEIPT OF A COMPLAINT AT THE POLICE DEPARTMENT THROUGH MASS STORAGE LOOK-UP, DISPATCHING, AND UNIT ASSIGNMENT TO AFTER-THE-FACT MAGNETIC TAPE INTERFACE AND PROCESSING FOR INFORMATION STORAGE, AND MANAGEMENT REPORTING. THE SAME PROCESS IS THEN DETAILED FOR THE INPUT AND OUTPUT FUNCTIONS OF THE SYSTEMS MODULES WITH ENUMERATION OF THE CODES AND PROCESSES THAT OCCUR WHEN AN INCIDENT IS REPORTED. FINALLY DETAILED TECHNICAL INFORMATION DEALS WITH AN EXPLANATION OF THE SYSTEMS MODULE IN TERMS OF FORMAT, STANDARD DATA ENTRY, COMPUTER HARDWARE AND SOFTWARE, AND THE FIELDS AVAILABLE. (MHP)
