ENFORCEMENT ACTIVITY, DRUG ABUSE INDICATORS, AND ORGANIZATION AND TRAINING DATA ARE REVIEWED IN THIS REPORT WHICH COMPILED STATISTICS THROUGH 1979 FOR THE DRUG ENFORCEMENT ADMINISTRATION (DEA).
Abstract
A DECREASE IN BOTH DEA/FOREIGN COOPERATIVE HEROIN ARRESTS AND FEDERAL AND FOREIGN COOPERATIVE HERION REMOVALS INDICATES A CONTINUED HEROIN SHORTAGE. TOTAL DOMESTIC AND FOREIGN COCAINE ARRESTS ROSE SUBSTANTIALLY IN 1979 AND COCAINE REMOVAL FIGURES INCREASED, LARGELY AS A RESULT OF SEIZURES IN THE U.S. SOUTHEASTERN REGION. MARIHUANA REMOVAL AND ARREST STATISTICS, EXCEPT FOR FOREIGN COOPERATIVE FIGURES, INCREASED FOR ALL ENFORCEMENT AREAS BECAUSE OF STRONG DEMAND AND A MAJOR ENFORCEMENT EFFORT AGAINST HIGH-LEVEL TRAFFICKERS. EXCEPT FOR THAT ON HALLUCINOGEN ARRESTS, DANGEROUS DRUG DATA REFLECTED INCREASED ENFORCEMENT ACTIVITY, AND ALL DRUG CATEGORIES FOR DEA FEDERAL AND TASK FORCE DANGEROUS DRUG ARRESTS AND REMOVALS INCREASED. MOST DRUG ABUSE INDICATORS REFLECT A CONTINUED SHORTAGE OF STREET LEVEL HEROIN THROUGH THE END OF THE YEAR, THE HIGHEST PRICE EVER RECORDED FOR COCAINE, AND A CONTINUED RISE IN SUPPLY AND DEMAND FOR STIMULANTS. INDICATORS ALSO REFLECT A LEVELING OFF OF THE SHARP INCREASES IN HALLUCINOGEN ABUSE AND AN OVERALL DECREASE IN DEPRESSANT ABUSE, OFFSET SOMEWHAT BY A SIGNIFICANT INCREASE IN METHAQUALONE ABUSE. ORGANIZATION AND TRAINING DATA FOR DEA PERSONNEL AND FIELD OFFICES AND FOR DOMESTIC AND FOREIGN ENFORCEMENT TRAINING ARE INCLUDED. (AOP)
