RULES ARE PRESENTED WHOSE PURPOSE IS TO GIVE EFFECT TO THE MINNESOTA STATUTE, WHICH REQUIRES EACH COUNTY WITHIN THE STATE TO ACQUIRE A 911 EMERGENCY TELEPHONE SYSTEM BY DECEMBER 15, 1986.
Abstract
DEFINITIONS OF TERMS INCLUDE AUTOMATIC NUMBER IDENTIFICATION (ANI), DEDICATED 911 TRUNK, BUSY HOUR, PUBLIC AGENCY, PUBLIC SAFETY ANSWERING POINT (PSAP), PSAP MANAGER, SELECTIVE ROUTING, TELEPHONE EXCHANGE AREA, AND TELEPHONE EXCHANGE AREA CENTRAL OFFICE. REGULATIONS COVERING THE ESTABLISHMENT OF THE 911 PLANNING COMMITTEE, THE SUBMISSION OF TENTATIVE AND FINAL PLANS, THE CERTIFICATE OF PLAN APPROVAL, AND THE RESUBMISSION OF PLANS ARE PROVIDED. DESIGN STANDARDS ARE DELINEATED, ALONG WITH OPERATIONAL REQUIREMENTS. ALSO PROVIDED FOR ARE VARIANCE FROM DESIGN STANDARDS. ATTENTION IS GIVEN TO SYSTEM CONTRACT REGULATIONS AND MODIFICATIONS TO THE PLANS. FINALLY, STIPULATIONS FOR FUNDING ELIGIBILITY AND PAYMENT OF RECURRING COSTS ARE DISCUSSED.
