Abstract
A BRIEF HISTORY OF THE ORIGINS AND GROWTH OF DRUG AND PARAPHERNALIA SALES IN THE U.S. SINCE THE MID-1960'S PRECEDES A DETAILED ANALYSIS OF DRUG ACCESSORIES MERCHANDISING INCLUDING A DESCRIPTIVE LIST OF PARAPHERNALIA ITEMS SOLD AT RETAIL BY TYPE OF DRUG AND PRICE RANGE, A DETAILED LISTING OF KEY EVENTS IN THE GROWTH OF PARAPHERNALIA MERCHANDISING IN THE 1960'S AND 1970'S AND A DESCRIPTIVE LISTING OF TRADE JOURNALS AND MAGAZINES TARGETED FOR RECREATIONAL DRUG USERS. THE PUBLICATION ALSO PRESENTS ESTIMATED GROSS SALES PER YEAR, STATISTICS ON SALES OF ROLLING PAPERS, AND NUMBER AND GEOGRAPHICAL DISTRIBUTION OF COMPANIES IN THE PARAPHERNALIA INDUSTRY. IT ALSO GIVES AN ANALYSIS OF THE RETAIL LEVEL OF THE INDUSTRY INCLUDING DATA ON PARAPHERNALIA SALES IN RECORD STORES AND CHARACTERISTICS OF RETAIL CUSTOMERS; TRENDS IN PARAPHERNALIA SALES AND ADVERTISING; A RECENT INDUSTRY SLOWDOWN DUE TO THE ECONOMIC IMPACT OF DRUG ENFORCEMENT EFFORTS AND THE RASH OF ANTIPARAPHERNALIA LAWS; AND THE FORMATION OF PARAPHERNALIA TRADE ASSOCIATIONS AS A DEFENSIVE MEASURE AGAINST ANTIPARAPHERNALIA PRESSURES. THE ORGANIZATION AND ACTIVITIES OF COMMUNITY GROUPS THAT HAVE FORMED ACROSS THE COUNTRY IN RESPONSE TO DRUG PARAPHERNALIA SALES ARE PROFILED. A CONCLUDING SECTION DISCUSSES THE VARIOUS LEGAL OPTIONS AVAILABLE TO STATES AND COMMUNITIES ATTEMPTING TO CONTROL PARAPHERNALIA SALES; PRESENTS THE COMMON LEGAL ARGUMENTS USED IN SUPPORT OF ANTIPARAPHERNALIA LAWS AND AGAINST SUCH LAWS; AND DISCUSSES BROADER ISSUES CONCERNING THE FEASIBILITY OF ANTIPARAPHERNALIA LAWS. APPENDIXES INCLUDE A DESCRIPTION OF THIS STUDY'S METHODOLOGY AND PRESENTATION OF THE MODEL FEDERAL ANTIPARAPHERNALIA ACT AND THE MODEL PARAPHERNALIA INDUSTRY REGULATORY ACT.
