THIS MONOGRAPH FOR THE WYOMING BOARD OF CHARITIES AND REFORM (BCR) PRESENTS THE PLANNING APPROACH, PLANNING COMPONENTS, AND PLANNING DEFINITIONS FOR THE WYOMING COMPREHENSIVE CORRECTIONS PLAN.
Abstract
PARAMETERS TO BE EXAMINED BY THE BCR FOR PURPOSES OF ACHIEVING CONSENSUS ON WHAT AND HOW THE PLAN SHOULD BE DEVELOPED ARE OUTLINED. PLANNING COMPONENTS THAT HAVE POLICYMAKING IMPLICATIONS ARE THEN LISTED AS GOALS, PRIORITIES, DECISIONS, OR DIRECTIONS. FOR EACH PLANNING COMPONENT, A SHORT EXPLANATION AND SEVERAL BLANK LINES FOR COMMENT ARE PROVIDED; COMPONENTS LISTED INCLUDE SUCH ASPECTS AS OPERATIONAL COSTS, CORRECTIONS STAFFING, RELIGION, WOMEN, SEGREGATION, INSTITUTION SIZE, VARIOUS INSTITUTIONAL PROGRAMS (FARM, INDUSTRIAL, EDUCATIONAL), AND HEALTH CARE. A GLOSSARY OF TERMS IS OFFERED SO THAT ALL PARTICIPANTS USE A COMMON LANGUAGE, WITH DEFINITIONS FOR THE STATE CORRECTIONS SYSTEM, COMMUNITY-BASED CORRECTIONS, A NUMBER OF DIFFERENT PROGRAMS, MAINTENANCE, REINTEGRATION, RECIDIVISM, SEGREGATION, INSTITUTIONAL SECURITY AND COMMUNITY RELEASE CLASSIFICATIONS, BASIC STAFF DIVISIONS, COURT PROCESSES, AND MAXIMUM PENALTY STATUS.
