THIS ANNUAL REPORT FOR 1978 DISCUSSES THE HISTORY AND FUNCTION OF SINGAPORE'S PROBATION AND AFTERCARE SERVICE USING NUMEROUS STATISTICAL TABLES.
Abstract
THE PROBATION SERVICE PERFORMS BOTH STATUTORY AND NONSTATUTORY FUNCTIONS. THE STATUTORY SERVICES INCLUDE SUPERVISION AND PERSONAL CARE OF JUVENILE AND ADULT OFFENDERS PLACED ON PROBATION, REFORM TRAINEEES RELEASED ON LICENSE, CORRECTIVE TRAINEES AND PREVENTIVE DETAINEES RELEASED ON LICENSE, AND DRUG ADDICTS RELEASED FROM THE DRUG REHABILITATION CENTER. THE NONSTATUTORY SERVICES INCLUDE A YOUTH GUIDANCE SERVICE, WHICH ADVISES AND SUPERVISES TROUBLED YOUTH BETWEEN THE AGES OF 16 AND 21, AND A COMMUNITY PROBATION SERVICE, WHICH ALLOWS CITIZENS TO PARTICIPATE DIRECTLY IN THE REHABILITATION OF YOUNG OFFENDERS ON PROBATION. DATA SHOW THAT PROBATION IS USED SPARINGLY FOR ADULT OFFENDERS; ONLY 5.5 PERCENT OF THE TOTAL NUMBER OF ADULT OFFENDERS CONVICTED FOR SERIOUS OFFENSES WERE PLACED ON PROBATION. MOREOVER, THE SUCCESS RATE FOR ADULT OFFENDERS PLACED ON PROBATION IN 1975 AND DISCHARGED FROM PROBATION IN 1978 WAS 73.6 PERCENT, A DECREASE OF 4.7 PERCENT FROM THE PREVIOUS YEAR DUE TO THE FAILURE OF DRUG OFFENDERS PLACED ON PROBATION. PROBATION AND AFTERCARE OFFICERS DEALING WITH REFORM TRAINEES HAVE A HEAVY CASELOAD--89 INDIVIDUAL CASELOADS FOR CASES UNDER DETENTION AND 61 FOR CASES UNDER LICENSE AND SUPERVISION. DATA ON AFTERCARE FOR TRAINEES AND FOR CORRECTIVE TRAINEES AND PREVENTIVE DETAINEES ARE ALSO INCLUDED. TABLES COVERING PROBATION AND AFTERCARE STATISTICS INCLUDE INFORMATION ON OFFENDERS PLACED ON PROBATION IN 1978 BY AGE AND SEX, DRUG OFFENDERS PLACED ON PROBATION BY AGE AND ETHNIC GROUP, REFORM TRAINEES RELEASED ON LICENSE BY NATURE OF THEIR OFFENSES, AND OTHER INFORMATION.
