THIS STATE-OF-THE-ART REVIEW COVERS THE STATE JUDICIAL INFORMATION SYSTEM, THE COMPUTERIZED CRIMINAL HISTORY SYSTEM, THE OFFENDER-BASED STATE CORRECTIONS INFORMATION SYSTEM, THE PROSECUTOR'S MANAGEMENT INFORMATION SYSTEM.
Abstract
BOTH SITE VISITS AND REVIEWS OF THE HISTORIC LITERATURE ARE USED TO TRACE THE EVOLUTION OF THESE FOUR SYSTEMS. THE EVER-INCREASING NEED FOR INFORMATION HAS EXPANDED THESE SYSTEMS BEYOND THEIR ORIGINAL CAPABILITIES WHILE FEDERAL AND STATE PRIVACY LEGISLATION HAVE LED TO THE DEVELOPMENT OF PROCEDURES TO SAFEGUARD CRIMINAL HISTORY INFORMATION. THE ANALYSIS REVEALS THAT THERE IS A TREND TOWARD UTILIZING TRANSFERABLE SOFTWARE PACKAGES BUT THAT THERE IS LITTLE INTERFACE AMONG THE SYSTEMS. THE INFORMATION IS EXCHANGED AMONG AGENCIES, NOT AMONG SYSTEMS. THERE IS ALSO CONFUSION OVER THE EXTENT OF THE APPLICABILITY OF PRIVACY AND SECURITY REGULATIONS. USERS ARE TENDING TO COMPLY WITH THESE REGULATIONS BY CONTROLLED ACCESS TO THE SYSTEM RATHER THAN SOFTWARE SECURITY MEASURES. TABLES PRESENT STUDY COMPARISONS. A BIBLIOGRAPHY IS APPENDED.
