THE MARYLAND OFFICE OF THE PUBLIC DEFENDER PRESENTS ITS REPORT FOR FISCAL YEAR 1979 (JULY 1, 1978 TO JUNE 30, 1979).
Abstract
THE REPORT, BY STATUTORY REQUIREMENT, INCLUDES PERTINENT DATA CONCERNING THE OPERATIONS OF THE OFFICE OF THE PUBLIC DEFENDER, INCLUDING PROJECTED NEEDS; A BREAKDOWN OF THE NUMBER AND TYPE OF CASES HANDLED AND DISPOSITIONS; AND RECOMMENDATIONS FOR STATUTORY CHANGES, INCLUDING CHANGES IN THE CRIMINAL LAW OR COURT RULES. ACTIVITIES OF THE PUBLIC DEFENDER'S OFFICE ARE DISCUSSED FOR THE FOLLOWING GENERAL PROGRAM AREAS: (1) GENERAL ADMINISTRATION (POLICYMAKING, LEGISLATIVE PROPOSALS, TRAINING, PERSONNEL, AND FISCAL MATTERS), (2) DISTRICT OFFICE PROGRAMS (REPRESENTATION AND RELATED MATTERS FOR DISTRICT COURTS, JUVENILE COURTS, AND CIRCUIT COURTS, (3) APPELLATE DIVISION (DETAILING WITH REPRESENTATION IN THE APPELLATE COURT), (4) INMATE SERVICES (ADVICE AND REPRESENTATION FOR INMATES), AND (5) INVOLUNTARY INSTITUTIONALIZATION SERVICES (REPRESENTATION FOR INDIGENTS ADMITTED TO OR DESIRING RELEASE FROM MENTAL INSTITUTIONS). INFORMATION ON WORKLOAD DISTRIBUTION AND PERSONNEL ALLOCATION IS PROVIDED FOR EACH PROGRAM AREA, INCLUDING REPORTS FROM EACH OF THE 12 DISTRICT OFFICES. TABULAR DATA ARE PROVIDED.
