RECOMMENDATIONS FOR IMPROVEMENTS IN THE MASSACHUSETTS DEPARTMENT OF CORRECTIONS CENTRAL OFFICE AND STATE PENITENTIARY AT WALPOLE ARE PRESENTED BY A NATIONAL INSTITUTE OF CORRECTIONS TECHNICAL ASSISTANCE TEAM.
Abstract
THE TEAM BASED ITS RECOMMENDATIONS ON A REVIEW OF PREVIOUS STUDIES AND REPORTS; INTERVIEWS WITH STAFF AND INMATES; OBSERVATIONS OF OPERATIONS AT WALPOLE, RECEPTION AND DIAGNOSTIC PROCEDURES, AND AREA CLASSIFICATION BOARD ACTIVITIES; AND REVIEWS OF RELEVANT LAWS, REGULATIONS, RESEARCH, AN INTERNAL AUDIT AT WALPOLE, AND INMATE CASE FILES. THE REPORT OPENS WITH AN OVERVIEW OF CONDITIONS AT WALPOLE. RECOMMENDATIONS ARE THEN PRESENTED FOR REORGANIZING THE CENTRAL OFFICE; DEVELOPING A COMPREHENSIVE CORRECTIONAL MASTER PLAN; CENTRALIZING RECEPTION, DIAGNOSIS, AND CLASSIFICATION ACTIVITIES; COORDINATING TRANSPORTATION SERVICES FOR INMATES; AND RELOCATING DETOXIFICATION SERVICES. THE REMAINDER OF THE REPORT PRESENTS DETAILED RECOMMENDATIONS FOR IMPROVING THE PRISON AT WALPOLE. INCLUDED ARE SUGGESTIONS RELATIVE TO THE OVERALL ADMINISTRATIVE STRUCTURE, INTAKE AND ORIENTATION, CLASSIFICATION, INMATE PROGRAMS, INTRODUCTION OF UNIT MANAGEMENT, PERSONNEL POLICIES, FOOD SERVICE, PRISON INDUSTRIES, AND MAINTENANCE. THROGHOUT THE REPORT, RECOMMENDATIONS ARE ACCOMPANIED BY OBSERVATIONS ON THE CURRENT SITUATION, AND USUALLY BY RATIONALE FOR SUGGESTED CHANGES.
