A COMPREHENSIVE STUDY OF CORRECTIONAL FACILITIES FOR FEMALE OFFENDERS IN MINNESOTA, CONDUCTED BY THE STATE DEPARTMENT OF CORRECTIONS AT THE DIRECTION OF THE LEGISLATURE, IS DOCUMENTED.
Abstract
THE STUDY ENCOMPASSED CURRENT AND PROJECTED POPULATION LEVELS FOR FEMALE OFFENDERS; THE SOCIOECONOMIC AND CRIMINAL PROFILE OF THE FEMALE OFFENDER; ADEQUACY OF THE EXISTING CORRECTIONAL FACILITY FOR FEMALES AT SHAKOPEE, AND OF OTHER INSTITUTIONS THAT MIGHT BE USED TO HOUSE FEMALE OFFENDERS; AND CORRECTIONAL ISSUES TO BE CONSIDERED IN DECIDING THE MEANS OF HOUSING FEMALE OFFENDERS. THE REPORT CONCLUDES THAT NEITHER JUVENILES AND ADULTS NOR MALES AND FEMALES SHOULD BE PLACED IN THE SAME CORRECTIONAL FACILITY, THAT PROGRAMS SHOULD BE UNDERTAKEN TO ACCOMMODATE FEMALE OFFENDERS WITH DEPENDENT CHILDREN (E.G., PARENTING EDUCATION AND VISITATION), THAT THE CORRECTIONAL FACILITY FOR WOMEN SHOULD BE MAINTAINED IN THE TWIN CITIES AREA, NEAR COMMUNITY RESOURCES, AND THAT ALL FEMALE OFFENDERS SHOULD BE HOUSED IN ONE CENTRAL FACILITY. PROBLEMS OF INADEQUATE SPACE AND SECURITY MEASURES AND POOR PHYSICAL CONDITIONS AT THE EXISTING SHAKOPEE FACILITY ARE IDENTIFIED, AS ARE THE ACCOMPLISHMENTS OF THE SHAKOPEE STAFF AND THE GOOD FACILITY RELATIONSHIP WITH THE COMMUNITY. IT IS RECOMMENDED THAT THE SHAKOPEE FACILITY BE RENOVATED AND EXPANDED TO MEET THE NEEDS OF THE GROWING OFFENDER FEMALE POPULATION. THE STUDY REPORT INCLUDES A SUMMARY AND RECOMMENDATIONS; SECTIONS ON PROBLEM AREAS, OFFENDER PROFILES, AND CORRECTIONAL ISSUES; AND DETAILED ASSESSMENTS OF THE VARIOUS FACILITIES AND INMATE POPULATION CONFIGURATIONS CONSIDERED FOR HOUSING FEMALE OFFENDERS.
