AN 11-YEAR HISTORY (1969-1980) OF THE ORGANIZATION AND ACTIVITIES OF THE COMMITTEE ON THE OFFICE OF ATTORNEY GENERAL (COAG), CREATED BY THE NATIONAL ASSOCIATION OF ATTORNEYS GENERAL (NAAG) IN 1961 TO PROVIDE INFORMATION SERVICES, IS PROVIDED AS A BASIS FOR PLANNING OF FUTURE COAG PROGRAMS.
Abstract
INTRODUCTORY MATERIAL ON COAG CONTAINS INFORMATION ON ITS STAFFING, INTERNAL EVALUATION PROCEDURES, FORMS, POLICY MANUALS, AND LEGAL AND TAX STATUS. DESCRIPTIONS OF COAG'S MAJOR ACTIVITIES ARE GROUPED BY (1) INFORMATION CLEARINGHOUSE ACTIVITIES--IDENTIFIED AS COAG'S MOST IMPORTANT FUNCTION, (2) PREPARATION OF AGENDAS FOR COAG COMMITTEE MEETINGS, (3) NEWSLETTERS, (4) MEETINGS AND SEMINARS, (5) ORIENTATIONS FOR NEW ATTORNEYS GENERAL, AND (6) LIAISON WITH OTHER RELATED GOVERNMENTAL COMMISSIONS AND ASSOCIATIONS. SEMINARS, INFORMATION, AND RESEARCH ACTIVITIES CONDUCTED BY COAG ARE DESCRIBED FOR THE FOLLOWING ACTIVITIES: ANTITRUST, CAPITAL PUNISHMENT, CHARITABLE TRUSTS AND SOLICITATIONS, CONSUMER PROTECTION, CORRECTIONAL SERVICES, ENERGY, ENVIRONMENTAL CONTROL. OTHER ACTIVITIES DESCRIBED ARE FEDERAL-STATE LAW ENFORCEMENT COMMITTEES, HEALTH AND WELFARE, INDIAN JURISDICTION, LOCAL PROSECUTORS, MANAGEMENT OF ATTORNEY GENERALS' OFFICES, LEGAL ISSUES RELATED TO MILITARY ACTIVITIES, ORGANIZED CRIME CONTROL, AND REGULATORY REFORM. A SECTION ON GRANTS AND CONTRACTS AND NAAG FUNDS PROVIDES DATA ON NAAG FUNDING LEVELS AND DESCRIPTIONS OF PROJECTS FUNDED BY LEAA, INCLUDING NINE DISCRETIONARY GRANTS, SIX PROSECUTOR TRAINING GRANTS, AND ONE COMPUTER USAGES GRANT; GRANTS FROM THE FEDERAL TRADE COMMISSION, THE NATIONAL INSTITUTE OF CORRECTIONS, THE ENVIRONMENTAL PROTECTION AGENCY, AND THE CIVIL SERVICE COMMISSION. OTHER CHAPTERS CONSIST OF DESCRIPTIONS OF BUDGETARY PROCEDURES AND PHYSICAL FACILITIES. THIRTEEN DATA TABLES DETAILING GOAG ACTIVITIES AND FOUR APPENDIXES ON ORGANIZATIONAL POLICIES ARE PROVIDED.
