THIS REPORT EXAMINES AND COMMENTS ON RECOMMENDATIONS FROM A PREVIOUS REPORT AIMED AT SOLVING EQUIPMENT PROBLEMS IN THE COMMUNICATIONS SYSTEM OF THE MONTGOMERY, ALA., POLICE DEPARTMENT.
Abstract
THE PRESENT REPORT, FUNDED BY LEAA, WAS PREPARED FOR THE ALABAMA LAW ENFORCEMENT PLANNING AGENCY BY THE WESTINGHOUSE JUSTICE INSTITUTE. AN EARLIER TECHNICAL ASSISTANCE EFFORT ESTABLISHED THAT THE PRESENT COMMUNICATION SYSTEM DESIGN DOES NOT PERMIT RELIABLE CAR-TO-CAR COVERAGE WITHIN THE POLICE JURISDICTION. MOREOVER, THE SYSTEM HAS SEVERAL TYPES OF INTERFERENCE PROBLEMS. THE PRESENT STUDY SHOWED THAT DOCUMENTS CONTAINING PROCUREMENT SPECIFICATIONS SHOULD BE CHANGED IN SEVERAL SUBJECT AREAS. IN ADDITION, PROBLEMS IN FREQUENCY ALLOCATIONS INDICATE THAT A STATEWIDE FREQUENCY ALLOCATION PLAN IS NEEDED. A PROPOSED STRUCTURE FOR APPROVAL OF FREQUENCIES IS PRESENTED. THE PRESENT STUDY ALSO SUPPORTED THE PREVIOUS REPORT'S FINDINGS AND CONCLUSIONS, ESPECIALLY THE SUGGESTION THAT THE EXISTING SYSTEM BE REPLACED WITH AN UP-TO-DATE ULTRA HIGH FREQUENCY SYSTEM OPERATING IN A MOBILE REPEATER MODE. A COMPLETE DETAILED ASSESSMENT OF ALL ALTERNATIVES IS NEEDED TO DETERMINE THE MOST COSTEFFECTIVE COURSE OF ACTION. IT IS RECOMMENDED THAT ALL THE PREVIOUS REPORT'S RECOMMENDATIONS BE ASSESSED INDIVIDUALLY, THAT CONCERNED AGENCIES MEET TO REVIEW THESE ASSESSMENTS, AND THAT PLANS FOR CHANGING TO A NEW ULTRA HIGH FREQUENCY SYSTEM PROCEED. AN ILLUSTRATION AND APPENDIXES PRESENTING A LETTER FROM THE MONTGOMERY COMMUNICATIONS SUPERVISOR AND DRAFT SPECIFICATIONS FOR A FREQUENCY ALLOCATION PLAN ARE INCLUDED.
