THE ACTIVITIES AND ACCOMPLISHMENTS OF HONG KONG'S INDEPENDENT COMMISSION AGAINST CORRUPTION ARE REVIEWED. ADMINISTRATION, OPERATIONS, CORRUPTION PREVENTION, AND COMMUNITY RELATIONS DEPARTMENTAL REPORTS ARE INCLUDED.
Abstract
RESPONSIBILITY FOR FIGHTING CORRUPTION WAS GIVEN TO THE COMMISSION IN 1974. ITS FIRST PRIORITY IS STOPPING CORRUPTION IN THE CIVIL SERVICE, ALTHOUGH RECENT INCIDENCES OF CORRUPTION HAVE INCREASINGLY BEEN FOUND IN THE PRIVATE SECTOR. THE ACTIVITIES OF THE ADMINISTRATION BRANCH IN MANAGEMENT, GENERAL AND ACCOUNTING SERVICES, AND TRAINING PROGRAMS ARE DETAILED. THE OPERATIONS DEPARTMENT'S RESPONSIBILITIES, POWERS OF INVESTIGATION, ARREST, AND SEARCH AND SEIZURE ARE OUTLINED. THE TRENDS OF CORRUPTION COMPLAINTS AND REPORTS ARE EXAMINED. THE YEAR 1979 SAW AN INCREASE IN CORRUPTION REPORTS, REVERSING A 3-YEAR TREND. SOME OF THE MORE SIGNIFICANT PROSECUTIONS ARE PRESENTED. THE MAJOR WORK OF THE CORRUPTION PREVENTION DEPARTMENT FALLS INTO FOUR CATEGORIES--CONVENTIONAL STUDIES, MONITORING, ADVISORY, AND TRAINING. FACTORS CONDUCIVE TO CORRUPTION ARE IDENTIFIED, INCLUDING POLICY INADEQUACIES, UNENFORCED LAWS AND REGULATIONS, ABUSE OF POSITION, AND DELAY. THE COMMUNITY RELATIONS DEPARTMENT'S ACTIVITIES IN THE MEDIA AND EDUCATION DIVISION, THE LIAISON DIVISION, AND THE COMMUNITY RESEARCH UNIT ARE DETAILED.
