THE DEPARTMENT OF STATE POLICE OF THE STATE OF VIRGINIA PRESENTS ITS ANNUAL DEPARTMENTAL REPORT FOR THE YEAR 1979.
Abstract
AUTHORIZED POSITIONS FILLED FOR BOTH POLICE AND CIVILIANS, FINAL VACANCIES, TURNOVER RATES, STAFF REORGANIZATION, REEMPLOYMENT POLICIES, RECRUITMENT OF MINORITIES AND FEMALES, AND AVERAGE POLICE STRENGTH FOR THE YEAR ARE DESCRIBED AND CALCULATED FOR DEPARTMENT PERSONNEL. NUMBERS OF PERSONS ATTENDING TRAINING SCHOOLS AND THE SCHOOLS THEY ATTENDED, THE HOURS THEY RECEIVED CREDIT FOR, AND THE NUMBER OF INSTRUCTORS PROVIDED BY THE DEPARTMENT ARE GIVEN. STATISTICS REPORT THE NUMBER OF ARRESTS, THE PROPORTION OF HIGHWAY OFFENSES AND CRIMINAL CASES, THE KINDS OF TRAFFIC OFFENSES, INVESTIGATIONS, AND THE AMOUNTS OF MONEY INVOLVED IN EACH DIFFERENT OFFENSE CATEGORY. FIGURES ARE GIVEN FOR FINGERPRINT AND INDIVIDUAL CRIMINAL HISTORY RECORDS; FOR INQUIRIES ANSWERED FROM FEDERAL, STATE, AND LOCAL AGENCIES; AND FOR CRIMINAL HISTORY DOCUMENT IMAGES PRODUCED BY THE MICROFILM SECTION. TRAFFIC CRASHES ARE ANALYZED IN TERMS OF FATAL AND NONFATAL INJURIES, CRASH-PRONE LOCATIONS, AND ENFORCEMENT CONSIDERATIONS. DEPARTMENTAL INVESTIGATIONS FOCUS ON NUMBERS OF CRIMES INVESTIGATED FOR VARIOUS CATEGORIES AND NUMBERS OF DEPARTMENT HOURS SPENT IN INVESTIGATION. TRAINING NEW UNITS AND NEW PERSONNEL FOR THE INVESTIGATION SECTION ARE DISCUSSED, AND THE BUDGET IS TABULATED. LOCATIONS, CONTACTS, SERVICES OFFERED AND NUMBERS OF CALLS MADE ARE DETAILED FOR THE COMMUNICATIONS DIVISION. INSPECTION PROGRAMS ARE EVALUATED, INCLUDING MOTOR VEHICLE INSPECTION AND APPROVAL OF SAFERY DEVICES ON MOTOR VEHICLES. MENTION IS MADE OF NATIONAL AND LOCAL PARTICIPATION BY DEPARTMENT MEMBERS, PROCEDURES TAKEN TO ENSURE INTRADEPARTMENTAL SAFETY, AND OF STATE-OPERATED MOTOR VEHICLE SAFETY PATTERNS. FINALLY, DEPARTMENT EFFORTS TO PROMOTE TRAFFIC SAFETY ARE DESCRIBED.
