A STUDY FOCUSING ON THE UNITED STATES ARMY CORRECTIONAL TRAINING FACILITY AT FORT RILEY, KANSAS, IS PRESENTED; APPLICATION OF MANAGEMENT THEORY TO A BROADER RANGE OF CORRECTIONAL PROGRAMS IS STRESSED.
Abstract
SPECIFIC OBJECTIVES OF THE STUDY WERE TO ANALYZE AND DESCRIBE THE SALIENT FEATURES OF THE MANAGEMENT PROCESSES EMPLOYED IN THE ADMINISTRATION OF THE U.S. ARMY CORRECTIONAL TRAINING FACILITY (USACTF) CORRECTIONAL PROGRAM AS A PROTOTYPE OF REHABILITATIVE ACTIVITY, TO DESCRIBE APPLICATION OF SIMILAR MANAGEMENT PROCESSES OF OTHER INSTITUTIONS SELECTED FROM THE CORRECTIONAL SYSTEM, AND TO DETERMINE ASPECTS OF THE USACTF WHICH HAVE POTENTIAL FOR BROADER APPLICATION IN THE SYSTEM. THE FIRST PHASE OF RESEARCH CENTERED ON THE USATF CORRECTIONAL PROGRAM MANAGEMENT AND INVOLVED A CASE STUDY APPROACH. DATA WERE COLLECTED BY MEANS OF HISTORICAL REVIEW OF FILES AND DOCUMENTS, OBSERVATION OF THE MANAGEMENT PROCESSES, AND INTERVIEWS WITH SEVERAL PROGRAM MANAGERS. THE SECOND PHASE OF STUDY CONSISTED OF PRIMARY AND SECONDARY RESEARCH. SEVERAL INSTITUTIONS WERE VISITED FOR OBSERVATION PURPOSES. USING INFORMATION GAINED IN THIS MANNER, A SURVEY INSTRUMENT WAS DEVELOPED, TESTED AMONG CORRECTIONAL PROGRAM MANAGERS, AND LATER MAILED TO 147 CORRECTIONAL INSTITUTION ADMINISTRATORS. THE THIRD PHASE INVOLVED INTERPRETATION AND COMPARISON OF INFORMATION DEVELOPED DURING THE FIRST TWO PHASES. IT IS CONCLUDED THAT THE CERTAIN ASPECTS OF USACTF CORRECTIONAL PROGRAM MANAGEMENT WILL BENEFICIALLY TRANSFER TO OTHER INSTITUTIONS. THE FUNDAMENTAL INSTRUMENT OF INSTITUTIONAL STRATEGY SHOULD BE A CORRECTIONAL PROGRAM DOCUMENT WHICH IS AN OVERALL PLAN OF CORRECTIONAL ACTION OUTLINING THE MISSIONS, OBJECTIVES, POLICIES, AND PROCEDURES. CORRECTIONAL STRATRGY SHOULD CONSIST OF MULTIPLE GOALS AND A HIERARCHY OF OBJECTIVES. A COMPREHENSIVE PLANNING PROCESS SHOULD BE PLACED UNDER THE CORRECTIONAL PROGRAM MANAGER. THE TECHNICAL LEVEL OF MANAGEMENT SHOULD INCLUDE A TREATMENT TEAM WHICH INCORPORATES CASE MANAGEMENT INTO ITS NORMAL MANAGEMENT FUNCTIONS. REFERENCES, FIGURES, TABLES, AND A GLOSSARY ARE INCLUDED IN THE STUDY.
