DATA ON CRIMINAL JUSTICE EMPLOYMENT AND EXPENDITURES ARE PRESENTED FOR MASSACHUSETTS FOR 1975. THEY REVEAL THAT 60 PERCENT OF FUNDS GO TO POLICE AND AN UNUSUALLY HIGH PART OF CRIMINAL JUSTICE COSTS ARE PAID BY LOCAL GOVERNMENT.
Abstract
THE REPORT'S PURPOSE IS TO HELP MAKE CRIMINAL JUSTICE RESOURCE ALLOCATION MORE EFFICIENT; TO THIS END, RESOURCE ALLOCATION ARE COMPARED IN A NUMBER OF STATES WITH THOSE FOR VARIOUS MASSACHUSETTS JURISDICTIONS. ALSO CONSIDERED ARE CERTAIN COSTS AND FUNDING PROVIDERS. DATA ARE TAKEN FROM THE U.S. CENSUS BUREAU, THE MASSACHUSETTS 1975 CENSUS, AND THE UNIFORM CRIME REPORTS. FINDINGS REVEAL THAT 21 PERCENT OF CRIMINAL JUSTICE EXPENDITURES ARE FOR CORRECTIONS, PROBATION, AND PAROLE; 17 PERCENT ARE FOR COURTS. MUNICIPAL GOVERNMENT IN MASSACHUSETTS PAYS FOR 58 PERCENT OF CRIMINAL JUSTICE COSTS, COMPARED WITH A NATIONAL LOCAL GOVERNMENT AVERAGE OF 44 PERCENT. THE TOTAL CRIMINAL JUSTICE EXPENDITURE FOR 1975 WAS ABOUT HALF A BILLION DOLLARS, AMOUNTING TO $81 PER CITIZEN (VERSUS A NATIONAL PER CAPITA AVERAGE OF $7.). PART I OFFENSE EXPENDITURES PER PERSON ARE $1,335, VERSUS A NATIONAL AVERAGE OF $1,338; TOTAL CRIMINAL JUSTICE EXPENDITURES AND WORKLOAD IN MASSACHUSETTS DO NOT DIFFER DRAMATICALLY FROM NATIONAL AVERAGES AND EXPENDITURES ARE CONSISTENT WITH CRIME RATES. MASSACHUSETTS CRIMINAL JUSTICE AGENCIES EMPLOY ABOUT 29,000 PERSONS, AND 18,000 OF THESE ARE IN POLICE WORK. TABLES, FIGURES, AND APPENDIXES OUTLINING MUNICIPAL EXPENDITURES AND CAPITAL OUTLAY AND DIRECT EXPENDITURES ARE INCLUDED.
