THE OKLAHOMA DEPARTMENT OF CORRECTIONS' COMMUNITY TREATMENT CENTERS (CTC'S) ARE DESCRIBED AS FACILITATORS OF OFFENDERS' REENTRY INTO SOCIETY; THE FUSION OF CTC'S WITH SUBSTANCE ABUSE PROGRAMS IS DISCUSSED.
Abstract
THE DEVELOPMENT OF OKLAHOMA'S COMMUNITY PROGRAM IS TRACED FROM THE ESTABLISHMENT OF THE OKLAHOMA DEPARTMENT OF CORRECTIONS IN 1967 TO THE OPENING OF THE FIRST CTC OPERATING WITHIN A PRISON FOR INMATES NEARING RELEASE, THE START OF AN ORIENTATION CENTER FOR INMATES ENTERING CTC'S, AND THE INTRODUCTION OF SUBSTANCE ABUSE PROGRAMS INTO THE SYSTEM. CHANGES IN PROCEDURES THAT GREW OUT OF EXPERIENCE WITH REFERRAL AND CASE ASSESSMENT ARE DISCUSSED, WITH MENTION OF A CENTRALIZED ASSESSMENT AND RECEPTION CENTER IN LEXINGTON. FACTORS CONTRIBUTING TO ELIGIBILITY FOR CTC PARTICIPATION ARE LISTED, AND THE BREAKDOWN OF ALTERNATIVES FOR THOSE CHOSEN FOR THE CENTERS IS GIVEN. REASONS FOR THE ADDITION OF A SUBSTANCE ABUSE PROGRAM ARE EXPLORED, AND THE IDENTIFICATION OF CLIENTS FOR THE PROGRAM IS DESCRIBED. INCENTIVES, SERVICES, AND TREATMENT USED IN THE SUBSTANCE ABUSE PROGRAM ARE OUTLINED, AND THE IMPORTANCE OF SERVICE COORDINATION AND COMMUNITY LINKAGES IS EMPHASIZED. A STUDY SHOWING HOW CLIENTS REACTED TO AND PROFITED FROM SUBSTANCE ABUSE PROGRAMS IN THE FIRST YEAR OF THEIR OPERATIONS IS REPORTED. THE POTENTIAL FOR REPLICATING OKLAHOMA'S PROGRAM IS EXAMINED. DIAGRAMS, AN EXAMPLE OF A CLIENT REFERRAL FORM, A FORM DESCRIPTION, SEVERAL CASE EXAMPLE DESCRIPTIONS, A TABLE REPRESENTING CTC STAFFING, AND A MAP SHOWING THE LOCATION OF THE CTC'S IN OKLAHOMA ARE PROVIDED.
