FINDINGS AND RECOMMENDATIONS FROM AN EVALUATION OF THE MICHIGAN DEPARTMENT OF CORRECTIONS BUREAU OF FIELD SERVICES, CONDUCTED BY THE STATE AUDITOR GENERAL, ARE REPORTED.
Abstract
THE REPORT COVERS THE FOLLOWING BUREAU ACTIVITIES: (1) ADMINISTRATION (ACCREDITATION EFFORTS, PROBATION/PAROLE AGENT TRAINING, APPOINTMENT OF COUNTY PROBATION AGENTS, PROBATION SERVICES PROVIDED BY LOCAL GOVERNMENTS, DETERMINATION OF RISK FACTORS FOR ASSAULTIVE OR PROPERTY OFFENDERS, ADMINISTRATION OF FEDERAL GRANTS, IDENTIFYING AND MEASURING RECIDIVISM, PROVIDING JOB SERVICES TO OFFENDERS, AND RECORDKEEPING); (2) PAROLE AND PROBATION SUPERVISION (LEVEL OF SUPERVISION, IDENTIFYING OFFENDERS' NEEDS, EVALUATING OFFENDER PROGRESS, EVALUATING FIELD AGENT PERFORMANCE, AND EARLY DISCHARGE FROM PAROLE); AND (3) COMMUNITY RESIDENTIAL PROGRAM SUPERVISION (APPLICATION FOR OFFENDER PLACEMENT IN THE COMMUNITY, THERAPEUTIC PROGRAM SCREENING CRITERIA, IDENTIFYING NEEDS AND DEVELOPING SERVICE PLANS, NEED FOR ADDITIONAL RESIDENCES, DOCUMENTING EMPLOYMENT REFERRALS, SUPPORT OF DEPENDENTS, AND FOODS SERVICES). SEVERAL OF THE RECOMMENDATIONS GIVEN PARTICULAR EMPHASIS RELATE TO THE NEED FOR BETTER DOCUMENTATION PRACTICES. THE REPORT ALSO INCLUDES STATISTICS ON BUREAU PERSONNEL, AND A DESCRIPTION OF THE SCOPE OF THE AUDIT.
