THE ORIGIN, CONCERNS, AND DEPARTMENTS OF THE CALIFORNIA YOUTH AUTHORITY (CYA) ARE DISCUSSED.
Abstract
DISCUSSION OF THE ESTABLISHMENT OF THE CYA CENTERS ON THE DEPARTMENT'S UNIQUENESS AS A STATE ENTITY AND THE DEPARTMENT'S FOCUS ON REHABILITATION FOR YOUTHFUL OFFENDERS. A LOOK AT THE KINDS OF JUVENILES SERVED BY THE DEPARTMENT REVEALS SUCH RECENT TRENDS AS THE INCREASING AGE, THE CRIMINAL SOPHISTICATION, THE HIGHER PROPORTION OF MINORITIES, THE REMOVAL OF STATUS OFFENDERS, AND THE DECLINE IN THE NUMBERS OF FEMALE WARDS THAT HAVE OCCURRED IN THE 1970'S. AN OVERVIEW OF THE DEPARTMENT REVEALS ITS MANDATES FOR PROVIDING DELINQUENCY PREVENTION PROGRAMS, PAROLE SUPERVISION FOLLOWING THE INCARCERATION PERIOD, IMPROVING INSTITUTIONAL CONDITIONS, AND IMPLEMENTING INSTITUTIONAL PROGRAMS SUCH AS CONSERVATION AND FIREFIGHTING ACTIVITIES FOR THE YOUTHFUL INMATES. ATTENTION IS GIVEN TO EDUCATIONAL SERVICES OFFERED UNDER THE DEPARTMENT. POPULATION TRENDS THAT ARE FORCING THE DEPARTMENT TO CONSIDER NEW CONSTRUCTION BECAUSE OF OVERCROWDING ARE DETAILED. PROCEDURES FOLLOWED UNDER THE PAROLE SERVICES COMPONENT OF THE DEPARTMENT ARE DESCRIBED. ATTEMPTS TO ESTABLISH PREVENTION AND COMMUNITY CORRECTIONS PROGRAMS ARE MENTIONED, AND CYA PLANS FOR FUTURE DEVELOPMENTS (SUCH AS POPULATION PREDICTIONS) ARE NOTED. NO REFERENCES ARE PROVIDED.
