Abstract
THE FINAL REPORT'S INTRODUCTION GIVES BACKGROUND INFORMATION ON THE DEVELOPMENT OF THE NEVADA CRIMINAL JUSTICE INFORMATION SYSTEM (SCOPE) WHICH IS COMPRISED OF TWO AUTOMATED INFORMATION SYSTEMS: THE COMMON RECORDS SYSTEM, DEVELOPED AS A BASIS FOR THE FORMULATION OF POLICIES, PROCEDURES, AND GUIDELINES FOR MERGING THE LAS VEGAS POLICE DEPARTMENT AND THE CLARK COUNTY SHERIFF'S DEPARTMENT; AND THE AUTOMATED COMMAND AND CONTROL SYSTEM WHICH PROVIDES COMPUTER ASSISTANCE FOR EFFICIENT AND COORDINATED DEPLOYMENT AND APPLICATION OF THE COMBINED LAW ENFORCEMENT FORCES AND RESOURCES. AN ARTICLE WHICH APPEARED IN COMMUNICATIONS MAGAZINE DESCRIBING THE NEW MOBILE DIGITAL COMMUNICATIONS SYSTEM IS REPRODUCED. BOTH THE AUTOMATED COMMAND AND CONTROL SYSTEM AND THE MANUAL SYSTEM WHICH SERVES AS BACKUP ARE EVALUATED. STATISTICAL DATA ON COMMUNICATIONS FUNCTIONS FOR FISCAL YEAR 1975-76, COVERING THE PERIODS BOTH BEFORE AND AFTER AUTOMATION, IS PRESENTED. FUNCTIONAL SPECIFICATIONS REGARDING COMPUTER OPERATIONS AND COMMANDS FOR THE USE OF ADDRESS VERIFICATION, MOBILE TERMINALS, COMPUTER-AIDED DISPATCH, AND REMOTE INQUIRY CAPABILITY COMPONENTS OF THE SCOPE SYSTEM ARE PROVIDED. ALSO INCLUDED IS THE COMCEN TERMINAL OPERATORS' MANUAL. TWO APPENDIXES SHOW THE SCOPE INQUIRY FORMAT FOR THE MASTER NAME INDEX FILE AND THE WANTED VEHICLE SYSTEM.
