THE OPENING SPEECH AND KEYNOTE ADDRESS OF THE SIXTH NATIONAL CONFERENCE ON JUVENILE JUSTICE, FEATURING 'POSITIVE ASPECTS OF JUVENILE JUSTICE--AN INQUIRY,' ARE PRESENTED ON THIS AUDIOTAPE CASSETTE.
Abstract
IN WELCOMING THE PARTICIPANTS OF THE CONFERENCE, SPONSORED BY THE NATIONAL COUNCIL OF JUVENILE AND FAMILY COURT JUDGES AND THE NATIONAL DISTRICT ATTORNEYS ASSOCIATION, JUDGE CARL E. GUERNSEY (PRESIDENT-ELECT, NATIONAL COUNCIL OF JUVENILE AND FAMILY COURT JUDGES) PRESENTED JUVENILE CRIME STATISTICS WHICH CONTRADICTED WIDESPREAD MISCONCEPTIONS CONCERNING THE EXTENT AND VIOLENCE OF JUVENILE OFFENSES. IN REPLY TO PUBLIC CRITICISM OF THE JUVENILE JUSTICE SYSTEM, HE EMPHASIZED THE NEED FOR PROFESSIONAL STANDARDS, SUCH AS THOSE ISSUED BY THE ADMINISTRATION OF JUSTICE INSTITUTE AND THE AMERICAN BAR ASSOCIATION. MRS. DOROTHY DE BOLT, THE KEYNOTE SPEAKER, RELATED HER PERSONAL EXPERIENCES IN BRINGING UP 19 NATURAL AND ADOPTED CHILDREN, SEVERAL OF WHOM WERE SEVERELY PHYSICALLY HANDICAPPED. SHE COMPARED THE SPECIAL NEEDS OF PHYSICALLY HANDICAPPED JUVENILES TO THOSE OF JUVENILE DELINQUENTS AND EMPHASIZED THE ROLE OF MUTUAL LOVE AND GIVING IN BREAKING THROUGH THE JUVENILES' LAYERS OF RESISTANCE.
