THIS TASK FORCE REPORT PRESENTS FINDINGS REGARDING THE NATURE AND EXTENT OF SCHOOL VIOLENCE AND VANDALISM AND A SUMMARY OF RECOMMENDATIONS TO LOCAL DISTRICTS AND FOR STATE-LEVEL CONSIDERATION.
Abstract
INFORMATION ABOUT SCHOOL CRIME GATHERED AT THE DISTRICT AND SCHOOL LEVEL IS IMPORTANT FOR PLANNING AND MANAGEMENT OF PROGRAMS TO COMBAT IT. THIS REPORT INCLUDES A SUMMARY OF SOME LOCAL APPROACHES FOR DEALING WITH VIOLENCE AND VANDALISM: (1) EDUCATION PROGRAMS AND STUDENT INVOLVEMENT; (2) INVOLVING THE COMMUNITY, PARENTS AND POLICE; (3) LEGAL ALTERNATIVES; AND (4) DESIGN AND SECURITY MEASURES. APPROPRIATE STATE-LEVEL ROLES INCLUDE (1) IDENTIFYING PUBLIC AND PRIVATE RESOURCE PERSONS OR ORGANIZATIONS; (2) GATHERING REFERENCE MATERIAL FOR LOCAL DISTRICTS TO DRAW UPON; (3) SPONSORING WORKSHOPS; (4) DEVELOPING NEW AND MORE EFFECTIVE INTERRELATIONSHIPS AMONG LAW ENFORCEMENT, CRIMINAL JUSTICE SYSTEM, AND SOCIAL SERVICE AGENCIES; (5) DEVELOPING AN INFORMATION CLEARINGHOUSE; (6) IDENTIFYING EXISTING FUNDING SOURCES AND DEVELOPING NEW SOURCES; AND (7) CONDUCTING RESEARCH. THE STATE BOARD OF EDUCATION ENDORSES LEGISLATION TO AUTHORIZE FUNDING FOR VARIOUS PREVENTIVE PROGRAMS; E.G. PREVENTIVE FACILITY DESIGN; SUPPORT FOR SECURITY MEASURES (BOTH HARDWARE AND PERSONNEL); AN ALTERNATIVE SCHOOL PROGRAMS FOR DISRUPTIVE STUDENTS. ADDITIONAL AND MORE SPECIFIC RECOMMENDATIONS FOR STATE-LEVEL CONSIDERATION AND A SUMMARY OF A SENATE SUBCOMMITTEE TO INVESTIGATE JUVENILE DELINQUENCY FINDINGS ARE INCLUDED.
