THIS POLICE TRAINING FILM REVIEWS OFFICER PROCEDURES FOR DEALING WITH BOMB THREAT SITUATIONS.
Abstract
BOMB THREAT CALLS OCCUR BECAUSE THERE ARE MANY WHO ENJOY THE EXCITEMENT SUCH CALLS MAY CAUSE. OFFICERS SHOULD TRY TO DETERMINE WHO IS CALLING AND FROM WHERE, GATHER INFORMATION ON POSSIBLE SUSPECTS AND PROBABLE REASONS, AND CONTACT THE FIRE DEPARTMENT AND BOMB TECHNICIANS. AT LEAST TWO OFFICERS AND THEIR SUPERVISOR SHOULD ARRIVE AT THE SCENE, WHILE THE DECISION TO EVACUATE THE STRUCTURE SHOULD BE MADE BY THE PERSON IN CHARGE OF THAT STRUCTURE. FIRST, THERE SHOULD BE A BRIEF PRELIMINARY SEARCH, AND, IF AN EVACUATION IS DECIDED, IT SHOULD BE ORDERLY. OFFICERS SHOULD SEARCH THE EXTERIOR FIRST BECAUSE IT IS MOST ACCESSIBLE TO THE BOMBER, AND THIS SHOULD INCLUDE CARS, WHICH ARE EXTREMELY DANGEROUS, AND ALL AREAS 25 TO 50 FEET AWAY FROM THE STRUCTURE. NEXT, THE SEARCH SHOULD COVER THE PUBLIC ACCESS AREAS, INCLUDING HALLS, LOBBIES, STAIRWAYS, AND RESTROOMS. ALL AREAS SHOULD BE INSPECTED FROM BOTTOM TO TOP, AND NEVER THE OTHER WAY AROUND. FINALLY, EACH ROOM SHOULD BE SEARCHED IN DETAIL AS TIME PERMITS, AND THIS PROCEDURE SHOULD BE THOROUGH, SYSTEMATIC AND SHOULD TOUCH AS LITTLE AS POSSIBLE. IT IS IMPORTANT FOR OFFICERS TO MAINTAIN A LOW PROFILE AND TO PARK AS FAR AWAY FROM THE STRUCTURE AS THEY CAN. AN INSTRUCTOR'S GUIDE IS INCLUDED.
