The report is organized into the following sections: (1) a description of the State's Uniform Crime Reporting Program; (2) crime index offenses; (3) crime index offenses by contributor; (4) contributing agencies; (5) summary of index offenses; (6) value of property stolen and recovered; (7) arrest data; (8) law enforcement officers killed and assaulted; and (9) index offenses and value of property stolen and recovered by planning district. In summary, the crime rate for Virginia was established at 4,301.98 Part I offenses for every 100,000 inhabitants. Reported serious crimes numbered 225,768, and 22.9 percent of these were cleared. Of the 285,858 arrests, 13.5 percent involved persons under 18 years of age. The value of stolen property amounted to $92,559,808, and 33.7 percent was recovered. Property loss through robbery amounted to $2,320,273. Residential burglaries accounted for 62.1 percent of all burglaries reported, and 27.4 percent of these were committed at night. Firearms were used in 71.3 percent of the 442 murder/nonnegligent manslaughter cases. Crime data are presented in extensive tables, charts, and graphs; and comparison data for 1978 are included.
