The history of the Parish Prison Detoxification Project (Louisiana), funded by a LEAA grant in June 1973, is reviewed.
Abstract
In adopting a modified case study approach, this report intends to demonstrate a pattern of recurring problems of the detoxification project that began in the planning stage and continued throughout the project. In the 2 years since the grant was awarded, the project experienced three changes in direction, each of which modified the goals and objectives of the original planning document. The changes involved (1) voiding the original plan of implementing a detoxification program that would use methadone and establihsing instead a research program that would identify the modes and frequencies of drug use in the prison, (2) contracting with a private organization to implement a drug-free treatment program following completion of the research component, and (3) having the project abruptly terminated by the director with no indication of future programmatic direction. The review indicates that the planning agency should reach a firm position prior to the grant award regarding what activities will be implemented and which organizations will be asked to cooperate; the purchaser of the treatment program should be certain that the treatment offered is that desired by the project sponsors.
