In following the exclusionary rule, prosecutors who introduce evidence obtained in violation of defendants' civil liberties may find the evidence thrown out of court. In illustrating the difficulties posed by the exclusionary rule, the film includes an interview with a couple victimized by criminals; a discussion with a civil libertarian; a look at some of the complexities posed by California law for police officers engaged in search and seizure; and an exploration of possible alternatives to the exclusionary rule, such as the establishment of an independent civil review board and the practice of permitting defendants to sue police officers. The film suggests the preservation of civil liberties may result in the release of guilty persons.
