A report of the Louisiana Criminal Justice Information System analyzes summary data on the nature, extent and location of crime in the State and on the response of the police, courts and correctional institutions to criminal activities.
Abstract
The first section leads off with a summary analysis of crime in Louisiana in 1979. Next follows an analysis of the Louisiana Uniform Crime Reporting System (LUCRS) Reported Crime Index Offense data on the volume and location of Index crime for 1979 and the change in the rate of index crime from 1978 to 1979. The intra-state distribution of Index Offenses is also described. Index offense rates are compared on the dimensions of Standard Metropolitan Statistical Area (SMSA) versus non-SMSA areas and against the total State crime rates in order to identify jurisdictions with crime rates differing significantly from other comparable jurisdictions. Next follows an arrest analysis that examines the characteristics of those arrested by particular offense and by a separate analysis of drug offense arrests. The concluding part of the first section projects State crime rates for each index offenes for 1980 on the basis of reported data for the years 1972 through 1979. The second major section, emphasizing the graphic depiction of data, reports on the activities of the major components of the Louisiana criminal justice system: 1) functional component organization and objectives; 2) the general processes involved; 3) the resources expended; and 4) the results obtained. Subsections are presented on the police, district attorneys, the courts, adult corrections, juvenile corrections, and State crime laboratories. The third major section consists of an appendix containing 64 tables on the incidence of crime by type and location, the number of arrests for various criminal offenses, 1978 and 1979 law enforcement expenditures, number and types of cases handled by district attorneys, demographic characteristics of correctional facilities' inmates, and city, parish, district and juvenile court activities. An introductory section is also presented on the organization and functioning of the Louisiana Criminal Justice Information System.
