The Council was established by law in October 1967, but did not meet until the following November. It was placed under the Corrections Division and composed of representatives from the legislature, police, corrections department, district attorney's office, and the courts. Since the legislature failed to provide funds, the Council operated under a 1-year grant from the Office of Law Enforcement Assistance and then had its functions transferred to the Office of the Governor. The primary goal of the Council was to develop a public education program to promote concern and support for law and order that involved schools, local councils, media promotion, and awards for citizens who supported law enforcement efforts. During its short period of activitiy, the Council focused on developing interest in incorporating a law-and-order program into the public school curriculum by organizing a statewide conference on law, education, and the community in October 1968.
