This report presents the proceedings of a January 1966 pilot workshop in police operations about the prevention and investigation of robbery, burglary, and auto theft.
Abstract
The President's Commission on Crime in the District of Columbia and the city's police department contracted with the Field Operations division of the International Association of Chiefs of Police to conduct the workshop under an LEAA grant. The program, intended to identify and describe useful public support and investigative and general police operational programs, sought to reduce the incidence of these crimes. Representatives of 15 major U.S. city police departments, 2 State agencies, and the National Auto Theft Bureau attended the 4 and half-day workshop. The participants were organized into committees, which then produced reports containing suggested methods for meeting specific crime problems. One committee focused on changes occurring through urbanization, population shifts, and population growth, and the responses of police departments. A second committee focused on planning and development of public support programs for reducing each of the selected crimes. A third committee examined police operations in the areas of techniques, information systems, training, supervision, and equipment. The fourth committee considered investigative division procedures as they relate to the selection and retention of personnel, training, crime analysis, spot maps, electronic data processing, bulletins, technical assistance personnel, and technical aids and materials. The participants' evaluation of the workshop and a participant list are included.
