Arrangement of this material in the volume is done according to a tripartite classification of project types, i.e. victim projects, witness projects, and victim/witness projects. The first category is comprised of eight reports, the second of seven, and the third of three. States represented by these projects are Arizona, California, Colorado, Connecticut, Florida, Indiana, Maine, Michigan, New Jersey, New York, Ohio, and Virginia. Each project description is accompanied by a client flow diagram, illustrating the passage of victims or witnesses through the project and relevant client interfaces with other criminal justice agencies; a program rationale, portraying the intervention sequence by which goals and expectations are to be achieved; and a measurement chart, illustrating the measurements that have been or might be made at various rationale points. An example of one of the projects reported here is the Tampa, Fla., victim assistance program for older adults, which has been operating with 30 neighborhood liaison workers since 1978. It provides direct victim services to elderly clients, pursues crime prevention and crime reporting goals, and supplies community resource information. The service workers are trained in crisis intervention and counseling and 2,521 victims were provided more than one form of service by the program in a single year. The principal evaluation outcome asserts that the program has successfully alleviated much of the anxiety and confusion as well as the trauma that older adults experience after being victims of crime.
