Based on observations of facilities, conferences with officials, and discussions with management level authorities, this report analyzes the areawide 911 emergency telephone system being planned for the Columbia region in Oregon.
Abstract
Local authorities must conduct an unbiased appraisal of telephone equipment that would best meet the needs of local jurisdictions. The requirement for accurate information is difficult to satisfy when various regulated utilities are providing telephone service within the region, and multiple departments and agencies are required to provide responsive emergency service within their areas of responsibility. To successfully implement the 911 system, and extensive amount of detailed operational requirements and capability information must be translated into specific design and engineering actions. An automatic selectively routed system using number identification should be provided, wherever possible, with automatic number identification features. All 911 system hardware and software should be competitively acquired, and a task force should be designated and supported for all phases of implementation.
