This pamphlet is to assist heads of agencies, program managers, and others involved in the procurement process in understanding and implementing the Federal policy on Acquisition and Distribution of Commercial Products (ADCoP).
Abstract
The pamphlet explains the ADCoP policy, describes its essential features, provides direction for implementation, and gives examples of how the policy has been implemented. An overview shows how the policy takes advantage of the innovation and efficiencies of the commercial marketplace, avoids the development of duplicative Government products when commercial products are available, and prevents overlapping Government systems for distribution of products when there are adequate commercial distribution channels. Ways to assure user needs are examined as one of the most important features of ADCoP. Market analysis and research are explained as the proper acquisition and distribution of products at Government-wide, agency-wide, or facility or regionwide levels depends on effective procurement planning. Types of information to be collected in this respect are identified, together with research and analysis objectives, sources for gathering information, and findings that have resulted from market research and analysis. The acquisition strategy phase of ADCoP is outlined, with attention to factors that go into planning (product availability, distribution options, management considerations, or methods for assuringquality). Examples and objectives for a contracting approach are provided, and ways to develop responsible and effective management oversight in Government departments and agencies are presented. Flow charts and diagrams depict the implementation of the policy at all points in the process (market research, acquisition strategy, contracting approach, user needs, overall plan). Figures and 26 references are provided.
