Beginning with an overview of the philosophy and organization of the State juvenile justice system, the report then provides statistics on juvenile arrests by type of offense for 1975 through 1979. Tables also compare juvenile and adult arrests and detail juvenile arrests by age and sex. Data show that juvenile offenders between 13 and 17 years old account for over one-fourth of Arizona's total arrests and are involved primarily in property and status offenses. A chart depicts the estimated flow of juvenile cases through the system. The law enforcement, court, probation, and detention components of the juvenile justice organization are described briefly, followed by statistics on juvenile probationers, caseload ratios, detention facilities, and juveniles detained for each county. Secure institutions and treatment programs administered by the Department or Corrections are listed, and a chart illustrates juvenile commitments by county. Additional figures show juvenile commitment offenses by sex and the location of juvenile offenders under Department of Corrections jurisdiction. Approximately 58 percent were in institutions as of January 1980, while 35 percent were on parole. The appendixes present juvenile delinquency and status offender arrests by county for 1975 through 1979 and then project these figures for 1980 through 1982.
