In New York City, members of the Teenage Tenants Council monitor housing code violations in their neighborhood. Home economics students in Portland, Oreg., operate a restaurant in their school which serves students and teachers. These are examples of youth participation, one of the five strategies described in this guide which focuses on the planned change of conditions or systems that affect youth and employs a developmental approach to youth services. The other strategies include youth advocacy, which may seek to secure services or rights to which young people are entitled; youth development, which rests on responsible social roles, positive labels, and community acceptance; and delinquency prevention strategies, which encompass not only direct services but also changing community conditions which contribute to delinquent acts. Finally, the development of a youth policy focuses on services that are preventive, accessible, comprehensive, and coordinated. Bibliographies accompany a description of each strategy.
