Practical recommendations are offered for increasing the scope and effectiveness of the involvement of the voluntary sector in Canadian criminal justice services.
Abstract
A voluntary agency is defined as 'an agency under voluntary (as opposed to government) auspices offering direct service, whether staffed by paid employees or volunteers.' Recommendations treat the following areas: efficiency in the voluntary sector, commitment by government to the effective involvement of voluntary agencies in criminal justice services, ways in which the voluntary sector can be involved in criminal justice services, and voluntary sector responsibility in direct service in adult corrections. One recommendation for increasing efficiency in the voluntary sector is to expand cooperation with government at all levels without sacrificing the independence or initiative of the individual organization. Accountability, however, would be an aspect of cooperation with government; standards of accountability would be mutually developed and would apply to the government as well as the voluntary agencies. Further, it is recommended that the government develop clear policies for cooperation with voluntary agencies and monitor practices to ensure that policy is being implemented. Suggestions for ways in which the voluntary sector can be involved in criminal justice services are discussed under the categories of consultation, monitoring, facilitation, review or executive authority, and direct service.
