This manual contains nine antiarson implementation kits with ideas that can be used to start a community arson program or to improve existing programs in arson prevention and control.
Abstract
Step-by-step procedures are described for such community efforts as building a municipal arson task force, putting together a public education program, and establishing a juvenile counseling program for arson prevention. In building a municipal arson task force, for example, program leaders need to identify key community agencies and groups, obtain commitment from top people, involve the press, request each agency to assign a specific person for the task force, and develop action items. Such items would include defining the local arson problem in detail, developing a comprehensive arson strategy, educating the public, and mobilizing all available resources. Leaders of a public education program would build their campaign around the dual objectives of public information and active public involvement in preventing and controlling arson. Strategies might include using press releases, press conferences, advertising campaigns, a task force speakers' bureau, school programs, an arson van, and a prosecution outreach program. In addition, public antiarson involvement could be increased through hotlines, awards, and neighborhood arson watch programs. Leaders who want to start juvenile counseling programs for arson prevention need to consider such important preplanning points as deciding on the leader, knowing the program objectives and scope, and developing a referral system. Other kits contain ideas for tipster/hotline programs, early warning systems, management of training programs, State task forces, rural arson problems, and Federal Arson programs.
