The Council has the responsibility to establish subordinate regional training centers in strategic geographic locations to serve police agencies which are unable to support their own training programs. The responsibility includes the determination of regional centers, the establishment of regional areas, the location of sites for training facilities at the regional centers, and the provision of training programs. The report fulfills these requirements and also presents various approaches used in other State training agencies. Individual chapters focus on the background of the report, the use of regions for planning, the delineation of regions, demographic and socio-political characteristics relevant to law enforcement training site selection, the delineation of training areas, and five alternative plans for Michigan. The most workable plan divides the State into regions by using demographic and socio-political data. The Council would coordinate all training and vocational education certificate programs offered through community and junior colleges. A statewide program of 2-year and 4-year law enforcement education would be established. Regional training committees would schedule programs on a statewide basis, ascertain that adequate training facilities are available, and arrange agreements for reciprocal training payments so that officers may attend training programs anywhere in the State without paying additional tuition costs. A bibliography listing six references and an appendix containing a list of States with regional designations for police training are included.
