This manual establishes minimum standards for effective jail management and services in Illinois. These standards are also applicable to houses of correction.
Abstract
Standards are outlined for jail administration regarding staff training, written procedures, duty descriptions, and records. Concerning personnel, standards are given for jail officer staffing, physical fitness, and personnel rules and regulations; and in regard to records, standards cover booking and personal record information, monthly reports and statistics, and unusual occurrences. For admission procedures, standards are outlined for medication, showers, injuries, strip searches, telephone calls, cell assignment, legal confinement authority, and medical examinations. Standards are also given for release procedures; classification, separation, and segregation of detainees; housing; medical and health care; clothing, personal hygiene, and grooming; food services; sanitation; supervision; security; safety; and discipline. Other standards have been promulgated for employment of detainees, mail procedures, use of telephones, visiting rights, education, library use, religious services, the commissary, recreation and leisure time, and juvenile detention. Appendixes present sample reports, procedures for cell shakedowns, and over 30 suggested readings.
