An overview traces the origins of the program and the decisions that led to establishing it. Duties and goals of the advisory council are outlined, with attention to the council's Buddy-Buzzer system, patrol committee, victims assistance, and public relations and education. Recruitment, training, and selection of volunteers are discussed, together with volunteers' responsibilities. Activities of the victim assistance program, a major component of the Community Anti-Crime Program, (CAP), are described, such as replacing victims' stolen documents, educating the community on victims' rights, transporting victims to court, using volunteers and interns in the program, and developing a referral network for victims. The court watchers and escort service are examined as facets of CAP that aim to help senior citizens to get to court and to be directly involved in suggesting and documenting the need for changes in the criminal justice system. Each neighborhood's civilian patrol is briefly summarized, with 18 represented. Workshops developed to provide continuing education for both residents and professionals are noted, and deal with such topics as Russian immigrants, court watching, battered wives, and fire and crime prevention. Special projects identified are Operation Identification Early Alert, Junior Olymnpics, a pilot project at Ocean Village, and youth programs. The evolution and range of services for battered women are documented, as is the commercial revitalization and merchant security program.
