In keeping with the necessity of developing nationwide statistics on crime, the report follows FBI procedures for the uniformity of classification and reporting, even though UCR definitions may not conform to definitions of crime found in the Criminal Code of Iowa. Crime data are reported for overall State levels, jurisdictions, and for arrests (both Part I and Part II offenses), as well as for assaults on officers. Some of the statewide trends noted in the report include (1) The overall crime rose 8.3 percent from 1978, with violent crime rising 12.5 percent, and property crime rising 8.1 percent. (2) The sharpest increase in violent crime was experienced in suburban cities of 25,000 to 50,000 people, with a rise of 58.2 percent. All cities with populations over 5,000 showed an increase in violent crime, while all cities with populations under 5,000 showed a decrease. (3) There was a general statewide increase in robbery (7.0 percent), but nonurban cities with populations under 5,000 had a decrease in the robbery rate (64.2 percent), as did universities (54.6 percent) and all cities of under 5,000 people (37.7 percent). (4) In contrast to the 1977-1978 pattern, in every population group, non-suburban cities' crime rates increased significantly more than the rates for comparable suburban cities. (5) Property crime made up nearly 96 percent of all Part I crime in Iowa during 1979. Illustrating the crime data in volume I are 62 figures, mostly graphs, and 90 tables.
