Results are reported from an Oregon project designed to provide inmates with apprenticeship instruction comparable to training conducted in local communities.
Abstract
The project used grants through the Oregon Law Enforcement Council to develop apprenticeship programs for inmates that would be approved by the State's Joint Apprenticeship and Training Committee. The programs would include a continuation of training in the community following institutional release. The project did succeed in gaining official approval for the targeted number of apprenticeship instruction programs at the Oregon State Penitentiary, the Oregon State Correctional Institution, and the Oregon Women's Correctional Center. A review of the objectives of each of the three grants involved in the project shows that objectives were met. The project has successfully demonstrated that a corrections agency can use a State-approved apprenticeship program for inmates and that trainees will be accepted into private sector employment as qualified, skilled workers. The appendixes contain news releases on the project, a letter from the Department of Labor Bureau of Apprenticeship and Training regarding the project, minority participation data, a list of approved trades, a monthly participation graph, overall program statistics, graphic overall program statistics, and the Oregon Law Enforcement Council monitoring summary.
