Under the proposed phase-down policy in fiscal year 1981, LEAA would focus on remaining grants administration for the criminal justice assistance programs. This would entail management of existing grants and closeout activities. All remaining criminal justice categorical funds are now being awarded in accordance with previously announced programs. These monies are predominantly for continuation projects. No new awards would be made in fiscal 1981, as all funds would be committed. The juvenile justice program, which has been chronically understaffed, would be strengthened. The reorganization proposal further envisions an independent National Institute of Justice to conduct basic and applied research, testing and training, information dissemination, and evaluation, and an independent Bureau of Justice Statistics to collect and analyze justice statistics. There would also be an independent Office of Juvenile Justice and Delinquency Prevention, should that be the result of pending legislative action. All LEAA service functions would be performed by the aforementioned independent units by September30, 1981. Only a small, residual capability would then be needed to handle final closeout of the LEAA program.
