The method was implemented by the Connecticut Department of Adult Probation (CDAP) in 1977. The program, entitled Differential Caseload Management of Objectives (DCMBO), provided a uniform system and policy of case assessment and differentiated supervision. The screening tool used six criteria which were separated into a Criminal Index and a Behavioral and Environmental Adjustment Index. By February 1, 1979, the program had processed about 33,000 offenders. The present evaluation's goals were to validate the risk predictive instrument, improve reliability of case screening data, evaluate program effectiveness, compare case outcomes among 29 probation field units, and conduct two statewide staff workshops. Evaluation data were collected by means of interviews and from official records. Data indicated that the DCMBO system has effectively identified the low risk segment of the offender population. The program has also successfully allocated resources and improved service delivery. Specific refinements in the system's scoring scale and operating methods are recommended to enhance the system's functional operation and its predictive accuracy.
