Established by the Illinois legislature in 1976, the Commission on Delinquency Prevention reports on its activities and future plans to assist local communities to deal effectively with social and economic problems related to youth.
Abstract
The Commission's community services program helps communities with high rates for delinquency to organize self-help, autonomous community committees to prevent delinquency through recreational and social activities for youths, and other activities. The commission also cooperates with other agencies and organizations that serve youth to develop delinquency prevention projects. A grant-in-aid program provides financial assistance to locally operated youth programs. The commission conducts public education programs which focus on the complex causes of delinquency and its relationship to other social and economic problems. The juvenile officers information division maintains a statewide central records system of juvenile offenses and makes this information available on a confidential basis to local participating police youth officers. Summary statistics on expenditures for fiscal years 1976-1980 are presented and the commission's organizational structure is outlined. A discussion of future plans identifies service weaknesses proposes an expansion in community programs, and anticipates increased use of Federal funding. The report includes tables illustrating projected goals, funding resources, and target populations. A typical program analysis targeted for a community with high delinquency rates and low socioeconomic status is also presented. Finally, the report concludes with tables detailing the activities of the commission's four regional service areas. Maps and a list of regional office locations are appended.
