The elements that comprise the master plan for the development of criminal justice information systems in Minesota are described.
Abstract
The Minnesota Justice Information Systems Advisory Council (MJISAC), which was created through Executive Order 100 in 1975, based the plan on a survey of criminal justice agencies throughout the State. The plan is intended to provide State and local agencies with an administrative guide for developing and using criminal justice information systems. It specifies the authority and duties of MJISAC and of users, allocates criminal justice information system modules and subsystems to identifiable units of government, and seeks to establish as quickly as possible an integrated system which builds upon existing capabilities. The new system would include the following components: a Comprehensive Data System with Offender-Based Transaction Statistics, Computerized Criminal History, and Uniform Crime Reporting subsystems; a Criminal Justice Reporting System; a Criminal Justice Telecommunications Network; Local Criminal Justice Information Systems with Subject-in-Process and Crime Analysis subsystems; a State repository for 'wanted' type data; and State information systems including those containing data on registered vehicles and drivers' licenses. The plan recommends the setting up of a basic arrangement for gathering information through Local Criminal Justice Reporting Systems, the Designation of the Criminal Justice Reporting System as the single reporting system used to report information to other criminal justice agencies, single agency management of the telecommunications network, the modification of the want/warrant operations system in the State, the combination of the motor vehicle registration system with the driver's license system, and the establishment of policy requirements for interfacing mobile terminals to the State computer system. Flow charts, cost tables, agency activity charts, and data tables are included.
