In the first quarter of 1980, 164,500 offenses were brought to the attention of the police, up to 30 percent from the comparable period of 1979, and 2,351 offenses were reported to the Royal Constabulary, up from 1,925 in the first quarter of 1979. In the same period, 795,748 official reports were filed or fine arrangements agreed to by the police, 19 percent more than in the first quarter of 1979. Statistical tables on offenses show the kinds of offenses reported to the police, the age and sex of offenders, the clearance rates, and the fines and reports by districts. Tables for April 1980 indicate the offenses reported to the police by province, groups of municipalities, and types of crimes as well as to the Royal Constabulary by types of offenses. Figures on minor offenses for which official reports were filed by the police or the Royal Constabulary or fines were paid to avoid further prosecution are also provided. A group of tables lists the cases of detention under remand by district, the duration of detention, and the detentions by court for the first quarter of 1980. Statistics on the conditional or suspended sentences for 1979 show that conditions were imposed in only 9 percent of the 34,900 cases of provisional sentences and that special assistance was ordered in only 5 percent of the cases. The frequency of conditions varied widely by court district with 2 percent for Middelburg and 22 percent for Breda. Conditions were most common for aggressive and sexual crimes and special assistance requirements greatest for sexual crimes. Conditions and special assistance were most frequently ordered for men between 18 and 20 years old and for women between 21 and 24. The most common sentence was a fine with suspended jail sentence (13,399 of 34,990). The probationary period in 80 percent of the cases was 2 to 3 years. A final series of tables shows the fires in April 1980 by province and the 17 largest municipalities as well as damages by the kind of fire. Graphs trace the monthly course of offenses reported to the police from 1976 to April 1980, of official reports by the police from 1976 to April 1980, and of bankruptcies from 1976 to June 1980.
