Abstract
Department activities are presented according to the major divisions, which include administrative services, juvenile services, adult services, and community centered services. During its sixth year of operation, the department has maintained and expanded its mission to protect the public and to provide programs to return offenders to society as productive and law-abiding citizens. Specific department goals include reducing recidivism, escapes, criminal activity, lengths of incarcerations and operating the department in an effective and efficient manner. As of July 1, 1980, the offender population incarcerated in Nebraska institutions totaled 1,146. Postcare facilities housed 183 released offenders, and a total of 1,624 individuals were on parole status. Juvenile offenders housed in institutions totaled 209, and there were 393 juveniles on parole status. With regard to the division of juvenile services, major accomplishments included the upgrading of personnel classifications in the cottage program areas, upgrading in foster care payment schedules, and the assignment of all evaluation to the Youth Development Center at Geneva. Primary youth development program goals focused on appropriate educational progress, acquiring and developing problem solving skills, and developing positive social skills. Extensive tables and charts and a few photographs are provided throughout the report.
