The activities, organization, and administration of the Royal Police Force of Antigua in the Leeward Islands are described in this annual report for 1979.
Abstract
The functions of the police force, as the sole organization charged with responsibility for the island's internal security, are delineated; they include the preservation of the peace, the prevention and detection of crimes, the execution of warrants, and the serving of court summonses. Among the force's other duties are fire fighting, revenue collection, the issuance of drivers' licenses, immigration services, and the examination of motor vehicles. A general report section contains information on the force's responsibilities, problems, staff achievements, new facilities, and conditions of service. Crime and traffic offense data and brief reports on significant events, such as the visits of important persons to the island, and information on new legislation and force expenditures are also included. A section on organization and administration covers such topics as distribution and strength, discipline, and the composition of the force by national origin. Another section is devoted to recruitment and training. The specific activities of the Criminal Investigation and Traffic Departments and of the Fire Brigade are outlined. These include gathering information on crime scenes, aiding court prosecutions, handing road traffic, issuing traffic fines, preventing fires, and receiving inservice training (for fire brigade personnel). A section also presents reports on specialized branches of the police force, such as the Flying Squad, Women Police, and the Police Band. Final sections report on police clubs and funds and on other police duties, including firearms control and the issuance of liquor licenses. Data tables are included, and appendixes contain supplementary tables and an organizational chart.
